sb has been doing some whacky crap, he raised to 200 utg and i had QQ in the 2 seat and i just shoved. he folded...he got his stack by raising with Q3cc, getting reraised, flopping a flush draw in a 4 way pot, against top set.

I would raise to something like 1800 and call any shove here, especially against a LAG player, though you do have the cutoff to consider. Hopefully the raise will get you a free river card if you happen to brick the turn and then you can control the size of the pot. Against a lag opponent I think you have to assume you have at least 12 outs here, which gives you pretty good equity in the hand.
This is a pretty wide range IMO, but from what you said earlier he seemed to be pretty aggressive and showing down some trash, so hypothetically he could be playing ATC. Raising the flop allows you to take control of the hand and you have position on the SB, so I raise here, maybe even shove the turn if you brick but hopefully your opponent just folds on the flop and you take it down there.
doubtfull he has a set here. I think any raise you make commits you if he shoves, if you made it 1800-2200 and he shoved you half like half your stack in. I would just move in and make him fold aj-ak and be fine with a call with 10s-qs with the money in there already. You only have 9x his bet so I think I would move in. Thats me though
